The nomination process for the 2023 Mechanical Industry Science and Technology Award will be held from January 9 to March 31, 2023. The Office of Science and Technology Awards for the Mechanical Industry shall begin accepting nomination projects from the date of this notice. The relevant matters are hereby notified as follows:
1、 Reward scope
（1） Technical Invention Award;
（2） The Science and Technology Progress Award includes:
1. Technical development projects;
2. Worker technology innovation projects;
3. Standards, testing, and soft science projects;
4. Books, scientific journals, and popular science projects.
2、 Nomination method
The "Mechanical Industry Science and Technology Award" implements a nomination system and does not accept self recommendation. The candidate is nominated by the following units:
（1） Group members of the China Machinery Industry Federation, including professional associations and associations, as well as local associations;
（2） Various professional branches of the Chinese Society of Mechanical Engineering, and mechanical engineering societies of various provinces, autonomous regions, and municipalities directly under the central government;
（3） Large enterprise groups of the Vice President Unit of the China Machinery Industry Federation;
（4） Scientific research institutes and universities need to be nominated by the department in charge of science and technology awards of their respective units;
（5） Other institutions recognized by the Office of Mechanical Industry Science and Technology Award Work.
The nominating unit needs to fill in the specific nomination opinions, nomination awards, and nomination levels in the "Nomination Form for Mechanical Industry Science and Technology Award" (2023 Edition), which must be signed by the person in charge of the nominating unit and stamped with the official seal of the unit.
3、 Nomination Material Requirements
The Nomination Letter for the Mechanical Industry Science and Technology Award (2023 Edition) is the main basis for the evaluation of the mechanical industry science and technology award, including the main components and attachments.
（1） Main part
The project application unit needs to log in to the mechanical reward application system and fill in and upload relevant materials online according to the requirements of the "Mechanical Industry Science and Technology Award Nomination Form". The nomination letter should be complete and truthful, and the written description should be accurate and objective.
（2） Attachment section
1. Essential accessories:
(1) Technical evaluation certificate: refers to the scientific and technological achievement appraisal certificate or evaluation report issued by a qualified third-party appraisal (evaluation) legal entity in the past three years (after March 31, 2020), with at least one technical evaluation certificate provided for each project.
(2) Science and technology novelty search report: refers to the science and technology novelty search report issued by a national level science and technology novelty search consulting unit in the past three years (after March 31, 2020).
(3) Testing report: refers to the testing (inspection, testing, testing) and other reports issued by a third-party legal entity with quality supervision, inspection and testing qualifications approved by relevant national departments in the past three years (after March 31, 2020).
(4) Core intellectual property certificate: Refers to the main intellectual property, standard specifications, and other certification materials that directly support the main innovation points of this project and have been approved or authorized, including invention patents, utility model patents, computer software copyright registration certificates, national and industry standards, relevant papers and monographs, etc.
(5) Proof of achievement application: Provide at least one proof of application provided by the application unit that can prove that the overall technology of this project has been implemented and applied for more than two years (before December 31, 2020), and the application certificate must be stamped with the official seal of the application unit (legal entity). If the application certificate contains economic benefits, it needs to be stamped with the unit's financial special seal.
2. Other attachments:
(6) Other supporting materials. Including other relevant evidence that can support project technological innovation and the contribution of the completion person.
(7) The specific requirements for worker technology innovation projects are detailed in the "Supplementary Requirements for Nomination of Worker Technology Innovation Projects" in the "2023 Mechanical Industry Science and Technology Award Nomination Work Manual".
(8) For standards, testing, and soft science projects, please refer to the "Supplementary Requirements for Nomination of Standards, Testing, and Soft Science Projects" in the "2023 Mechanical Industry Science and Technology Award Nomination Work Manual" for specific requirements.
(9) For specific requirements for books, scientific and technological journals, and popular science projects, please refer to the "Supplementary Requirements for Nomination of Books, Scientific and Technological Journals, and Popular Science Projects" in the "2023 Mechanical Industry Science and Technology Award Nomination Work Manual".
The total number of attachment materials mentioned above shall not exceed 80 pages. The electronic attachment content should be consistent with the written attachment and submitted in JPG format, with a single file size not exceeding 300KB.
（3） Submission requirements
1. After the main part of the nomination form is submitted through the system, a formal version with barcode is generated and printed (the content should be consistent with the electronic version of the nomination form), and the corresponding column is signed and stamped.
2. The main part and attachments of the nomination form shall be bound into a volume (single or double sided, not limited), with a paper size of A4, in imitation of Song typeface in small four point font, vertically bound on the left side, without additional cover. The application materials are in duplicate, including one original (marked with the word "original" in the top right corner of the cover) and one copy.
3. All application materials will not be returned. If the nominating or applying unit needs to keep a file, please backup it yourself.
4、 Other matters
1. Confidential projects related to national defense and national security, as well as projects related to complete vehicles, do not fall within the scope of nomination for the Mechanical Industry Science and Technology Award;
2. The same person can only serve as the completion person for one nominated project in the same year (including the Technology Invention Award and the Technology Progress Award);
3. Civil servants and personnel managed in accordance with the Civil Servant Law of the People's Republic of China shall not be nominated as project completion personnel;
Projects that have been accepted and entered the evaluation process for the 2022 Mechanical Industry Science and Technology Award shall not be nominated again in 2023, but must be nominated again in the following year;
5. In order to enhance the scientific seriousness of the reward work, all nominated projects shall not be modified after passing the formal review and public announcement, and shall not be revoked when entering the evaluation process;
During the process of nominating a project, fees shall not be charged in any way.
5、 Nomination time
1. Online nomination time. From 8:00 on January 9, 2023 to 24:00 on March 31. Overdue website system platform closure will no longer be accepted.
2. Submission time of paper nomination form. Each nominating unit shall submit two copies of the paper nomination form (including attachment materials) to the Mechanical Industry Science and Technology Award Work Office before April 15, 2023. Failure to receive it within the deadline will not be accepted.
